Artificial intelligence has become a defining force for governments and societies. Bosnia and Herzegovina is now entering a phase where aligning AI use with ethical and legal standards is not optional, but essential for progress.
In collaboration with Maja Mirković, LL.M., we prepared a new document titled “Artificial Intelligence Governance and Ethics in Bosnia and Herzegovina.” The paper provides an overview of how the country’s institutions, legal framework, and public sector are adapting to the European Union AI Act, and what still needs to be done to ensure responsible and transparent AI development.
Key highlights from the document
- Bosnia and Herzegovina currently lacks a dedicated AI law, but existing regulations such as the Law on Personal Data Protection and Criminal Codes address related issues.
- The EU AI Act sets a new global standard. For BiH, harmonization means not only legal compliance but also better protection of citizens’ rights and stronger competitiveness in the EU market.
- The ethical dimension of AI remains underdeveloped. The document recommends introducing structured AI ethics modules in education, public administration, and media sectors.
- Regional collaboration and capacity building are critical for avoiding fragmented implementation across entities and cantons.
The goal is to provide practical insight into how Bosnia and Herzegovina can move from awareness to action, ensuring that the use of AI supports human rights, accountability, and sustainable development.
